On some PG&E accounts, we return an error when attempting to get PDF copies of the bills. The error states that PDF bills are "Temporarily Unavailable -- We apologize for any inconvenience, Please try again later." Unfortunately we have seen this to be a persistent error, and we have built out a solution where we collect billing data from the website and provide that in a CSV file. In all likelihood this is the reason that you are only seeing a CSV file for billing data.
